The importance of detailed implementation specifications can only be stressed. We are all familiar with the surprises that we experience when the details of implementation are left to the contractor. The quality and longevity of the network are at stake. Without spelling out every mounting detail, the fire-stopping between floors will surely be missed, the fiber cable terminations will be a hazard and the unused tap ports will be left unterminated. Assembly of detailed implementation specifications requires clear determination of inside- and outside-plant routing particulars. HFC, most likely is the last infrastructure that needs to be installed. Building for longevity is imperative.
Detailed test specifications are also very important to assure system performance and ease of maintenance. Every sub-system test must be described in detail and the window of acceptance clearly determined to assure maintainability. The consultant's responsibilities are to assure the customer maintenance free infrastructure and highest availability of the network for the next decades. All implementation specifications, i.e. installation directives, functional-, operational- and acceptance tests become an integral part of the RFP or IFB document.
