During the implementation phase TE Consulting, Inc. can take total charge of the project activities as program manager or as implementation supervisor. Experience shows that it is difficult for the customer to single out a person on a full-time or even part-time basis to supervise and inspect the daily progress of the project. The consultant is a valuable asset throughout the implementation phase to assure that all equipment and workmanship are in accordance with the specifications and that the work is performed within the time constraints of the contract.

To assure that the completed network meets specified performance parameters, it is very desirable to engage the consultant in all test phases, i.e. functional , operational and acceptance testing. The test results can be immediately analyzed and a determination made to re-test any questionable test sequence. After completion of the testing, the assembly of the documentation package is the last activity that the contractor is responsible for. Review and assistance by the consultant will assure that the documentation package is assembled in a manner that provides guidance to the customer for routine maintenance and trouble shooting in cases of equipment failure.
